The employer re-opened a claim to dispute the compensability of medical expenses for a surgery that had already been performed. The ALJ found that the medical expenses were compensable, and awarded Temporary Total Disability benefits from the date of the surgery. The COA held that the claimant was not entitled to TTD prior to the filing date of the motion to re-open.
