SC reversed the judgment of the Court of Appeals insofar as it remanded this case to the district court for further evidentiary hearings and required the McCracken County Fiscal Court to proffer supplementary evidence in support of Ordinance No. 2000-4. In doing so, SC reinstated the prior holding of the district court denying Jameson’s motion to declare the ordinance unconstitutional.
